Capital One VentureOne has no foreign transaction fees and no annual fee for all cardholders, not a military-specific perk, but a solid pick for OCONUS PCS or overseas leave. No FX fees on every swipe abroad, no annual cost to carry. Capital One also complies with SCRA/MLA minimums (6% rate cap on pre-service debt) but does not have a blanket annual-fee waiver policy like Chase or Amex.
Restrictions
VentureOne earns 1.25x miles on every purchase. The play for active-duty: pair with an Amex Platinum (fee waived via MLA, earns 5x on flights), Amex for flights and hotels, VentureOne for everyday OCONUS spend. Capital One SCRA benefits apply to pre-service debts only; for annual fee waivers use Chase or Amex instead.
