Vermont law codifies the state hiring preference for veterans across all civil service positions where state funds pay the payroll, whether classified or unclassified, temporary or extended. Service-connected disabled veterans receive highest preference, followed by their spouses, then surviving spouses, then all honorably discharged veterans.
