New York State pays a monthly cash annuity to legally blind wartime veterans (and to unremarried surviving spouses of qualifying veterans) who live in New York State. As of 2025, the annual amount is $1,695.96 paid in monthly installments. The blindness does not have to be caused by military service to qualify.

Restrictions

Veteran must have served at least 90 days active duty (or fewer if discharged for service-connected disability) during a wartime period or qualifying conflict. Apply by mailing Blind Annuity Application + Report of Legal Blindness form + DD-214 to NYS DVS at 2 Empire State Plaza, 17th Floor, Albany, NY 12223. Amount adjusts annually with cost-of-living increase.
