Any veteran who resides in Virginia qualifies for in-state tuition rates at Virginia public colleges and universities, regardless of how recently they moved to the state. Surviving spouses of veterans who reside in Virginia also qualify. This removes the typical domicile waiting period.

Restrictions

Children of active duty members or veterans who claim Virginia as home state and whose parent filed Virginia tax returns for 10+ active duty years also qualify (§ 23.1-506(A)(8)).
