California-resident veterans with a service-connected disability of at least 10% who own and control a business (at least 51% disabled-veteran-owned) can get DVBE certification, which grants access to a state contracting goal of at least 3% of total state contract dollars. Agencies can contract directly with certified DVBEs for goods, services, and IT contracts up to $249,999.99 without a competitive bid.
Restrictions
