Book via USAA's travel perks portal or WeSalute+ — do not walk up to a Hertz counter and ask for a military rate without a CDP code, you won't get one. Enterprise / Avis / Budget / Sixt offer similar military rates — comparison-shop via the same channels. PCS-specific: many rental companies waive one-way drop-off fees for service members on orders (call the company's military desk directly).
