Veterans with a 100% service-connected disability rating can get a free small game hunting license every year and one free deer license per year from any licensed agent in Minnesota. No Minnesota state waterfowl or pheasant stamps are required with the small game license (though a federal duck stamp is still needed for waterfowl). A permanent card can be issued that serves as annual proof of eligibility.
Restrictions
Free small game license Code 241. Deer license is one either-sex deer per year. Veterans can apply for a permanent card (form at https://files.dnr.state.mn.us/rlp/licenses/vet-deer-license-permanent.pdf). Also receive first preference in special deer, bear, and turkey hunt drawings.
