Minnesota issues free "EX-POW" license plates to former prisoners of war. There is no plate fee and no annual sticker fee. If the plates are damaged, they are replaced free of charge. After the veteran's death, the surviving spouse can continue to receive the free EX-POW plates on their vehicle.
Restrictions
Must be certified by the MDVA commissioner as a former prisoner of war captured by an enemy during a period of armed conflict. Surviving spouse does not receive an exemption from the registration tax itself, only from the plate fees. Apply at vehicle registration.
