DeCA (Defense Commissary Agency) briefly introduced a single-use bag fee on April 6, 2026, then fully reversed the policy fleet-wide on May 6, 2026 following congressional pressure. No bag fee at commissaries worldwide, except where state or local law already mandates a charge.

Restrictions

The fee lasted exactly 30 days before advocacy groups + Rep. Kiggans forced the reversal. Exception: commissaries in states/localities with existing bag-fee laws still charge locally-mandated amounts, that's the law, not DeCA. Most stateside + OCONUS locations: no charge.
